Westbrooke Associates has been named the official agent for a fixed-income bond linked to the proposed Burhill Meadows development, a scheme that could deliver more than 80 homes in a high-demand area.

CRAWLEY, WEST SUSSEX, UNITED KINGDOM, October 9, 2026 /EINPresswire.com/ — Westbrooke Associates has been appointed as the official agent for the Burhill Meadows investment opportunity, giving eligible investors access to a fixed-income bond offer tied to a major residential planning project in Hersham, Surrey.

At the heart of the opportunity is Burhill Meadows, a previously developed site on Turners Lane where Castlemere Developments has filed a planning application with Elmbridge Borough Council for approximately 82 new homes. The proposed scheme allocates 50 per cent of its housing to affordable units, complemented by public open space, landscaping, play areas, and a new vehicular access point from Turners Lane.

Affordable housing is a central pillar of the proposals. Roughly half of the planned homes are designated as affordable, with a mix of rental and shared-ownership tenures expected to be delivered alongside a housing association. The need is acute: around 2,000 households are currently on Elmbridge Borough Council’s affordable housing register, and nearly 100 households are living in temporary accommodation.

The site spans approximately five hectares and falls within the Green Belt, though its previously developed status aligns it with the Government’s Grey Belt policy framework. Castlemere Developments submitted the planning application in August 2026, seeking permission for residential development rather than intending to construct the homes itself.

Westbrooke Associates has been appointed as agent for the associated Bond opportunity and will present the investment to eligible investors. The Bonds will be issued by Castlemere (DK) Ltd, a wholly owned subsidiary of Castlemere Developments Ltd, offering a fixed return over a two-year term with interest paid monthly.

This investment sits within a broader strategic land approach that Castlemere Developments is pursuing across London and the South of England. The firm maintains an active portfolio spanning residential development, airspace, and strategic land opportunities, with its current strategic land portfolio comprising nine sites with the potential to deliver approximately 361 homes.

Burhill Meadows stands out as one of the more prominent schemes in that portfolio and has already drawn attention in property and regional media. Coverage has focused on the scale of the proposed development, the reuse of previously developed land within the Green Belt, and the potential contribution to housing delivery in Elmbridge.

The proposals also account for Wimbledon Greyhound Welfare, also known as Hersham Hounds, which currently occupies part of the site. Castlemere Developments has pledged to support the charity’s long-term future by helping it secure suitable new premises, allowing its work caring for and rehoming greyhounds to continue.

The Burhill Meadows proposals also arrive amid a shifting planning environment, with previously developed Green Belt land receiving greater scrutiny as councils search for suitable sites to support future housing delivery. Castlemere Developments is advancing the scheme within the current planning policy framework for Grey Belt land.

Beyond the homes themselves, the plans incorporate wider improvements intended to benefit the surrounding area, including drainage and transport measures as well as enhanced public space featuring wildflower meadows, play facilities, and woodland walks.

The commercial strategy hinges on securing planning permission and subsequently marketing the consented site to a housebuilder or developer. Castlemere Developments does not intend to build out the proposed homes itself, with the value creation strategy centred on realising the potential uplift associated with a consented residential development opportunity.

The latest appraisal for Burhill Meadows sets out a gross development value of £48 million across 88,893 sq ft, including £39 million of private residential value and £9 million of affordable housing value. The appraisal also supports a residual land value of approximately £15.6 million, against an aggregate option price of £8.75 million.

The Bonds carry a fixed two-year term, with capital repayable at the end of that period. They are secured by way of a debenture over Castlemere (DK) Ltd, with intercompany agreements supporting the wider asset portfolio. As with all unlisted investments, the opportunity is available only to eligible investors who meet the relevant qualifying criteria.
