But what happens when that same agency also helps a young person finish school, earn an industry credential, start a career, and shift the future of an entire family?
At the Bessemer Housing Authority, that is now part of the daily work.
On Wednesday, October 14, BHA will host its Fall 2026 YouthBuild graduation, honoring young adults who have finished educational and workforce development programs aimed at moving them into careers, further schooling, and stronger economic opportunity. The graduation event starts at 11 a.m. at the Bessemer Civic Center.
The ceremony is more than a milestone for the participants — it signals a larger shift underway at BHA, one that challenges the stereotype of what a housing authority is supposed to do.
Affordable, quality housing remains the core mission, but BHA has expanded its focus to build pathways that help residents and young people move past the circumstances that first brought them to the agency. Through YouthBuild and similar initiatives, BHA is linking housing to education, job training, leadership development, community service, and economic mobility. “We believe housing can be the beginning of the story, not the end of it,” said Steven Hoyt, BHA Executive Director. “Our responsibility is not simply to provide a place to live. We want to help create pathways for people to build the lives they envision for themselves. These YouthBuild graduates are showing us exactly what can happen when opportunity, support, and determination come together.”
YouthBuild, funded by the U.S. Department of Labor Employment and Training Administration, operates as a community-based pre-apprenticeship program for young adults ages 16–24 who have faced barriers to education and employment.
Participants in BHA’s YouthBuild can choose between career tracks leading to Construction Certification or Certified Nursing Assistant (CNA) Certification, all while working toward a high school diploma or equivalency credential.
The program blends classroom instruction with hands-on vocational training, community service, and leadership development. Those on the construction track can also help rehabilitate affordable housing for low-income and unhoused families — meaning the skills they build double as a direct investment in their own neighborhoods.
Graduation day, however, is not the finish line.
BHA YouthBuild extends beyond the certificate, offering mentoring, case management, job placement assistance, referrals to counseling and supportive services, civic engagement activities, and preparation for college, apprenticeships, and employment.
For BHA, that comprehensive model reflects a broader philosophy about the role public housing agencies can play in their communities: not just landlords, but active partners in creating opportunity.
On October 14, that philosophy will take the stage, one graduate at a time.
